It's more of a spin-off than sequel. If you've seen Whisper of the Heart, you'd remember the Baron (the porcelain cat figurine). This kind of goes into his story, and the story of a girl who saves a cat and is welcomed into the "Cat Kingdom". I won't spoil anymore. Let me say, while I did like it - as I do all Ghibli productions - it was disappointing (Miyazaki didn't direct it), very short, and felt somewhat incomplete to me. If you're a Ghibli fan, you'd like it, but don't expect something as wonderful as Whisper of the Heart.

NO

Okaaay, ill go through this again then, as i have so many times:

Neko is NOT a sequel, nor a spin-off, of Mimi. The only similarity is the Baron, which is simply a character the manga author, Hiiragi Aoi, liked a lot.

Muta in Mimi and Muta in Neko are NOT the same. The only reason they say Muta made a reappearance is because Muta first appeared in the mimi manga's SEQUEL. Which means it never existed in the original manga either, nor any reason to be in the Mimi movie.

Miyazaki did NOT play that big a part in Neko. As a matter of fact, Neko was supposed to be a small project for the newer directors, and was already on production during SA's finishing touches period. After SA was aired, they decided to make Neko one of their big projects, since it was found to be quite big when halfway.

EDIT: 100 posts

The Cat Returns is not sequel from Whisper of The Heart. Maybe because of the Baron's appearance and the fantasy it depicts, I tend to think The Cat Returns is a story written by the main character in Whisper. I agree that The Cat Returns is somewhat dissapointing from Studio, but that just because I am used to drawing from Yoshifumi
