did it ever come out on a DVD or other type of format? (subbed in english)

yes the official japanese dvd is subbed in english (like all the others) but is zone2 (europe and japan)

Besides the Japanese zone 2 DVD, there is also a Zone 3 release of Umi. But only the Taiwan version is avilable.

Uh, u can speak chinese, but can u understand cantonese? Because i believe that's the dialect used.

That is a Taiwan R3, not a Hong Kong R3, so the soundtracks available are Mandarin and Japanese.

For some reasons, Ocean Waves is not included as a part of the Hong Kong R3 Ghibli releases. Therefore I suggested the Taiwan version instead.

I, for one, am among the many Chinese who can only speak Cantonese and stink in Mandarin.

I didn't really like this but my wife who is Japanese says its a classic
