I heard that DVD doesn't have any subtitles. Anyone can confirm this?

Yep, that's true, but you don't need any subs as there isn't much being said in it. Just buy it, I think it's very nice.

Ditto. Only On Your Mark has the subtitles for the English song, I think. But you don't really need subtitles to understand the short videos. The Capsule MTVs at the end are very enjoyable, and there's not a single dialogue.
