Hi, welcome neecheecat.
Is it this?
if it's made in Japan, you should supply AC100V.
Is France 220 volts?
You should buy a voltage transformer in a shop of the traveling abroad goods.

I don't think it's broken.
perhaps it's made for only in Japan use.
In Japan and the U.S.,TV standard is NTSC.
In Europe, it's PAL.

You should sell it at e-bay auction in the US.
And you can get more than 10 cheap DVD players.

I would most happily buy that from you.
Btw, if it's a problem with the NTSC/PAL, shouldn't the TV be able to switch between the two?

No. If the DVD player can't handle PAL, there's nothing you can do--it'll never make it out of the player. What's really frustrating is that most of the copying software packages out there don't do a format conversion. PAL in, PAL out.
DVD players made in Japan are nearly always hardware fixed by format and region--and they can't be hacked. Nearly all the players made in China and many of those made in Korea can be hacked.
