I can't see what is holding the figure up (the feet do not seem to be as they are not under the centre of gravity) and it surely isn't sitting astride train power lines, or even their supporting masts, I'd think any railway company wouldn't allow anything so risky in case a high wind blew it over onto the electric lines or the tracks. So I'm going to call 'fake'.
