Hmmm...SA seems to leave me hanging a little.

So, is a sequel to it in the works?

Miyazaki has clearly stated that he has no interest in producing sequels for any of his movies. Moreover Spirited Away is his own original work, so that would not be possible for another company to bypass him and produce a spin-off (like the Disney live-action Kiki).
