It's pretty straightforward - a cafe selling basic food and drinks, where the serving staff are girls in frilly maid outfits. Customers can often pay for photographs of/with the waitresses, and there are clear rules for customers' behaviour. Orphic will know more than me about what it's like in practice, but that's the basic idea.

Also, as Orphic pointed out, there are rules in place to deter inappropriate behaviour.
