"paint programs?" Do you mean images? or sigs?

Images require that you upload them to some webspace somewhere, many people use Photobucket, its free to register and use, then you link the location of the Photobucket image in your forum post (Photobucket makes this dead easy) by copy/pasting the link in.

For a sig you go into your profile and upload it directly from your PC, just follow the prompts.

Many Software are available to paint a program. So, i suggest that you can paint your program with the help of that software and if you want to stuck a photo that option is also available there.
