I like it too, its a very fun story and I love Haru's character design, her eyes are especially pretty and quite unlike any other Ghibli female in terms of the drawing style.

The Baron is also wonderfully dashing and cool, he makes a great hero.

I believe you have it correct about which 'Ongaeshi' warrants the story's title. As for the reason it's not a well-liked film, the most cited reason among the Japanese viewers was that it took on a cartooney appearance. Personally, I thought the background artwork was top-notch (much better than that of subsequent Ghibli films), but it did lack Miyazaki's attention to detail when it came to the foreground. It's not my favorite Ghibli.

Aoi Hiiragi wrote both Whisper and Cat Returns as comics which were subsequently made into Ghibli films. Aoi Hiirage, unlike some other original authors, highly appreciated the Ghibli rendition of Whisper. She wrote The Cat Returns as an homage to Ghibli, using the Muta character from the film. Personally, I think the film version of Whisper of the Heart and the comic version are different yet both equally good. The comic version of The Cat Returns is much darker, funnier in places, and much better overall.
