Well i think Zenebas house is in the country, and the shop/restaurant area by the bath house is like a town. And then there is the real town where Chihiros house is but it isn't really a city.

Since you said it has countryside in it as your first clue I guess it plays a major role, and the city appear less, putting that together with the fact that four legged creatures are in it which I guess are raccoons, an the spirits are the creatures part of there big plan helped along by the three experts, so i say here and now that I have deduced it to be Pom Poko!! The scene i cannot deduce but I am pretty sure on the film!! Haha lol!!
