I have not seen this movie, so I don't know who says it, but based on the clues it sounds it's from From Up on Poppy Hill.

Maybe someone could help out on who says it? Or I perhaps it's finally time for me to watch it...

As if anyone has to be forced to watch a Studio Ghibli movie...

I will say this, As I was watching it again yesterday to pick out a new clue, I cried at one part of it, and probably always will...

Hahaha, my kids all have said over and over that I have 'soggy eyeballs'...

I watched the movie. It was Umi who said it to her grandmother in the first half of the film.

Edit: It was a good movie overall. I'm still eager to see the making of it -documentary subbed in english.

Last year I read a book about warships, and got somewhat interested in them. I personally have not been in any big ships aside from cruise liner, but this film got me feeling like I could be on that Shuns dads small raft - with all the foghorns and lights and flags.

Edit: This in turn made me like the characters more. I think that Ghiblis way of making things look authentic yet stylised helps with other parts of the storytelling - like immersion. I say this even when mine was sometimes broken by a bit cheesy dialogue in some scenes, but compared to Tales from Earthsea it was a much better experience.

hahahaha, it took me about five minutes of thinking and I think I know the scene in the movie. I haven't even looked to verify, I'm so sure. But, I'm letting someone else get it... I'm not bragging, it just so happens that it struck the 'ah-ha' chord in my mind...

edit:
I went on a five-day "Tiger Cruise" on the USS Nimitz with my two sons from Pearl Harbor to San Diego in 2003. The warship that I was on in Vietnam was so small that four of them would have fit end-to-end on the flight deck with 100 feet left over!!! We were only 245 feet long. I spent many, many hours at the wheel steering our ship and on topside lookout watches.
