Alrighty now I'm confused. I can never let things be. I've seen Ocean Waves pretty near ten times now over the course of the last two weeks and still can't quite piece it all together. A little help would be nice. For starters, what's it about exactly? And why do they repeat the same section twice with two different outcomes? Heh, thanks in advance.
Oh and has/can anyone translate the song played during the short musical?

First things first. How can anyone call that movie confusing?!
Sorry, but that's what I feel.
It's a love story, a love triangle.Boy meets girl, boy's best friend declares love, so boy backs off and rejects own feelings. But girl prefers hanging out with boy, who also rejects own feelings. Fast forward to years later when they finally accept their feelings for each other.
IMHO it's a pretty straightforward show.
Btw, was there ever a short musical in the story? Somehow I'm guessing you're talking about the movie Only Yesterday instead.

Wow, I got the titles mixed up big time!! I meant 'On Your Mark' - the musical, holy crap sorry guys. And 'Only Yesterday' wasn't confusing btw Yikes, so can you reply again please, wow how did I confuse those titles!??!

I thought that might be the case, but 'On your Mark' is pretty straighforward too.
Basically, its two police officers that are involved in raiding a cult organisation and discover an enslaved girl with wings (probably perceived as an angel). They then begin to feel guilty about turning her over since she will be tested on and probably never be free again. Therefore they decide to save her by taking her from the high-security research lab she was sent to. They eventually succeed after fleeing the city.
If I'm not mistaken you're talking about the falling tank-car scene, right? I don't think its strictly a repeated scene with different outcomes, because at first you see the group falling out of machine, then scrambling through the air to get back into it. The clock then sets back again to before the fall, but then shows us that they were successful in getting back into the tank...using it to fly to safety.

According to Miyazaki, they were all repeated attempts in rescueing the angel/bird person. Supposedly the lyrics of the song included a part about trying again and again to achieve our goals, thus the animation.
So in a way they are replays of the same scenes, except from different angles; for example, an angle showing the truck crashing, but another showing that they had escaped before the crash.
Or to put it simply, as the video progresses, you get to see in more detail of what actually happened instead of making assumptions (most assume that the two guys died in the truck crash after all).

I believe Roarkiller is refering to the scene when they were on the highway that was really high in the air, and the police cars knocked them off of it, and they fell all the way to the ground.

Yeah it's wierd. I think they just try again, y'know what I mean? Kinda like "Crap we're falling (rewind)" then they remember the secret switch!! Okay okay I altered to my pleasing but now I'm satisified lol Farfetched I know but bare with me....

On your question: basically, when you see a truck fall from that height, and they don't show any scenes on whether the people inside made it or not, you usually assume they don't get out and died.
I mean, imagine one day you see a cable car crashing down from hundreds of feet in the air. People don't survive in that kind of accident, so you usually assume the worst. In parallel to OYM, it's like the people in the cable car actually manage to get out and hang on to the wire before the car crashed, but we just don't see it until we see a replay on television. Something along that line.

If you take a close look at that scene again you'll see that they practically get back into the car...kinda like that scene in Goldeneye when James Bond catches up with, and boards, the falling plane.
Its probably very difficult to do in real life, but it is possible.
