Surprisingly there's a vast amount of non-pornographc cosplay there.
If it was actually pornographic, the police would arrest people or at least move them on. The fact they don't means it isn't porn.

Almost all those maids are employees of maid cafes. Not really cosplay so much as the store's uniform itself.

I would still count maids as cosplay, since the cafes are one type (the biggest type though I suppose) of cosplay cafes. Sure it's uniform, but the cosplay aspect is as much a part of the job as being a waitress.

So I understand it, it's like being dragged from the front row on stage on a theatre. You have to go with the flow and accept being a part of a fantasy setting. Being cold, awkward or embarrassed about it won't do. I imagine it would freak most English people out completely.

I really don't think you have anything to fear from googling it, saviour. It's pretty straightforward - a cafe selling basic food and drinks, where the serving staff are girls in frilly maid outfits. Customers can often pay for photographs of/with the waitresses, and there are clear rules for customers' behaviour. Orphic will know more than me about what it's like in practice, but that's the basic idea.

Arren is pretty much right. It's a cafe with a very basic menu where you are served by girls in maid costumes, who also, depending on the establishment and the enthusiasm of the customer, will go to varying lengths to act like they are really maids. At the particular place I went to, they also performed a song and dance number halfway through the meal, and encouraged me to "cast spells" on my food to make it taste better. This involved making a heart shape with my hands whilst chanting the most goofy-ass nonsense you could imagine. This was probably the most fun part of the experience.
The creepiness level varies pretty widely I think. The place I went didn't seem all that different from a family restaurant, except then they force you to get a photo with the girls (so they can charge you for it) and they tell you to 'pick your favorite.' Otaku who really get into the fantasy aspect of it have been known to grope maids (they warned us IN ENGLISH not to touch any of the maids beforehand, so it's clearly an issue). Also it's not considered weird to order your waitress around rudely and arbitrarily, that's seen as being in the spirit of the whole thing. Which is, of course, weird.
I guess the maid fetish bugs me because it seems so grounded in ideas of feminine domesticity and subservience. It seems like a way for creepy guys to cling to their messed up old-fashioned beliefs in a way that's socially acceptable. It doesn't necessarily have to be that, and for most Japanese people I don't think it is, but still, that is almost certainly why they exist in the first place.

I would definitely say that there's more to it than the creepy aspect. I'm not totally convinced they came about to satisfy a fetish, as I think that fetish had already transformed into a moe archetype before maid cafes existed, but in any case ideas about cuteness are a bit part of it. One example that shows this is the popularity of maid cafes among straight women, who admire the staff and their pretty outfits. Also, as Orphic pointed out, there are rules in place to deter inappropriate behaviour.
I think the idea of "performance" that's been mentioned fits pretty well. It's all a big game, like when you go to theme parks and such where all the staff are in character all the time.

well orphic don't get angry i think you just misinterpreted my own pornogrphic term. i should not have used the term but the uk's new law was in my mind and was angry as it will make it more easier to fool the people. i really do not think you are a person to go in a brothel. what i thought when you said weird is they act like servants of something along these lines. i think you know about the half naked restaurants in las vegas. i thought it might be japanese versions of those things which it is in some way. sorry i did not mean to hurt your feelings. i know you are a good guy
